Look at local government. Some localities have ignored the importance of preliminary work and lacked pre-judgment of the uncertainty faced by the promotion of rooftop photovoltaics in the whole county. healthy competition is prevented.
Second, look at the enterprise. Driven by the huge market size and market interests, some companies have set up branches and agents out of a rush-to-run mentality to rapidly expand the installed capacity. Some enterprises have insufficient funds and technical strength, and lack internal regulation and management. In order to seize the market, they employ local non-professionals to sell excessively to farmers, or make false propaganda. If you can't keep up, there are security risks and infringe on the interests of the masses. Some enterprises do not even have qualifications, and through "circling without building" and "running away when they get money", they seriously disrupt the market order.
Three look at the project itself. At present, there are still many practical problems in the promotion of rooftop photovoltaics in the whole county. For example: low roof utilization rate, limited operating life of household photovoltaics, difficult power station operation and maintenance, high cost, low yield, etc. Before these difficulties are properly resolved, it will take some time to form a model with good economic and social benefits.
It can be seen that the construction of rooftop photovoltaics is a complex systematic project, which requires close cooperation between enterprises and the government to work together. As far as enterprises are concerned, they must actively participate in the premise of fully respecting market laws and technical specifications, and strive to explore and form an effective model suitable for rooftop photovoltaic promotion. As far as the government is concerned, it is necessary to do a good job in the planning and overall planning of the power grid, not to be absent in regulating the behavior of enterprises and protecting the interests of the masses, but also not to overstep the legal procedures of project management and bundling supporting industries, so as to ensure its healthy and orderly development.

In the process of promoting rooftop photovoltaics throughout the county, the market-oriented approach must be followed to allow the majority of enterprises to compete fairly. The advantages of some large enterprises lie in capital, financing, reputation, etc., but there are also practical problems such as large volume, slow response speed, and relatively high labor costs, project development, and management costs. Rooftop photovoltaics are widely distributed and have many sites, which are difficult to manage, and difficult to operate and maintain. Enterprises with good service and quick response are needed. In this regard, large enterprises have strong capital and technical strength, and have the advantages of large enterprises, but they also have shortcomings such as high management costs. For private small and medium-sized enterprises, although they are inferior to large enterprises in some aspects, they also have their own comparative advantages. Therefore, all kinds of enterprises compete fully, which helps to form a relationship of complementary, symbiotic and harmonious development.
Secondly, fully stimulate the enthusiasm of the government, enterprises and users. Rooftop photovoltaics are a new way of green production of electricity and a new economic model that uses idle roofs to create value. In the promotion of rooftop photovoltaics in the whole county, governments at all levels and relevant departments should base themselves on the new development stage and implement new development concepts to promote the lofty sense of mission and responsibility for the comprehensive green transformation of economic and social development, and continue to motivate themselves. On the one hand, by rationalizing relevant policies, enterprises are encouraged to develop green finance, innovate green technologies, develop green buildings, and improve the economic and social benefits of rooftop photovoltaics; We will not miss the opportunity to vigorously advocate the whole society to carry out green life.
Again, actively explore various feasible development models. It is necessary to correctly understand the complexity of rooftop photovoltaic development, adjust measures to local conditions, and strive to explore diversified development models to avoid "one size fits all". In areas where the market is relatively mature, the model of "one enterprise covers one county" should not be adopted, but a market-oriented and competitive plan should be proposed, allowing multiple enterprises to participate and allowing users to make their own choices. At the same time, relevant parties should strengthen the supervision of investment and development enterprises, formulate relevant technical standards and management regulations, eliminate enterprises with unqualified qualifications and insufficient technology, prevent unsafe and poor reliability of photovoltaic products from entering the market, and prevent rooftop photovoltaics from entering the market. The surge in construction scale brings grid security issues.
In addition, beware of the recurrence of the "photovoltaic loan" problem. For the phenomenon that some financial institutions make up their users with high loans, the relevant parties must be highly vigilant and prevent related financial risks.
